Functions in the N-end rule pathway of protein degradation, where it specifically recognizes and ubiquitinates proteins with a N-terminal bulky aromatic amino acid (Phe). Does not act on aliphatic hydrophobic and basic N-terminal residues (Arg or Leu) containing proteins.
